Domestic Employee- A domestic employee enters an employee/employer relationship with the customer of brokerage services becoming the employer. The customer pays into employer state and federal taxes and the employee taxes are withheld from pay by the fiscal intermediary. Domestic employees are usually a family member, friend, neighbor or somebody else that the customer knows and wants to hire.
Independent Contractor– Independent Contractors are self-employed and contract to provide services. Independent Contractor’s essentially run their own business, are responsible to pay their own taxes and market their services to multiple customers.
Provider Organization– Provider Organizations are licensed by Seniors and People with Disabilities and can provide an array of services from one-to-one supports to facility-based group activities to classes and workshops.
General Business – A general business is in business to provide services or goods to the general public.
Customers can access a variety of services based upon their goals and their level of support need. Every service provided must meet the criteria outlined in the Expenditure Guidelines.

Oregon Administrative Rule (OARs) governs brokerage support services and the providers that support our customers. The State of Oregon Seniors and People with Disabilities also sets the hourly rate range which each type of provider may charge for the service they are providing. Those rates are defined in the Rate Ranges
